Regulations of action «One country – one book»

Understanding that reading actively influences on reader and carries out important function in becoming and formation of person, considering support of reading as one of priority problems of social development, National Academic Library suggests annual carrying out of " One country - one book " action in Kazakhstan.

1.General regulations

1.1. Present regulation defines status, aims, purposes and order of carrying out of “One country – one book” action

1.2. Founders of action are:

- Ministry of culture and information of the Republic of Kazakhstan

- National Academic Library of the Republic of Kazakhstan

- Library Association of the Republic of Kazakhstan

- Kazakhstan Association of reading

- Youth Congress of Kazakhstan

1.3. Aim of the action is: support and development of reader's culture, preservation of historical, cultural and spiritual heritage, careful attitude to native language.

1.4. Objectives:

• Support and development of reader's interest to national literature;
• Attraction of attention of scientists, experts, state and social figures to problems of reading;
• Attraction of potential readers;
• Increase of interest of book-printing organizations to publishing of Kazakhstan authors;
• Integration of Kazakhstan authors into world literature process;

1.5. Contents of the action: perusal and discussion of one book by all country at one time. Carrying out of various actions devoted to this book. The choice of the book occurs by revealing wishes of citizens, establishments, organizations, educational institutions through questioning, interrogation by phone, oral interrogation.

1.6. Books that are considered for participation in Action:

• reflecting universal and national ideas of humanism, historical and cultural traditions, historical roots and modern development of the country;
• representing various genres of literature;
• having high art value;
• interesting for all ages;
• available in enough quantity in libraries and bookshops;
• stimulating discussions.

To participation in Action the mass-media and single journalists of printed mass-media, radio stations and broadcasting companies, and also other creative associations and private persons are invited.

2. Guidance of carrying out and preparation of the Action

2.1. For preparation and carrying out of the Action the organizational committee which consists of known Kazakhstan writers, scientists and public figures is created.

2.2. Organizational committee:

· defines form, order and terms of realization of Action

· confirms book for Action

· confirms results of Action

· prepares information for mass-media

2.3. Events of the Action pass in the day determined by organizing committee.

2.4. For realization of organizational work the working group is created which is engaged in preparation and carrying out of the Action.

3. The order of participation in the Action

3.1. Participation in the Action is individual and collective

3.2. Inhabitants of Kazakhstan, educational institutions, any organizations and establishments may take part in the action.

3.3. Wishing to take part in the Action inform about it in organizational committee by mail, contact phones and e-mail.

3.4. The form of carrying out of events during the Action, may be different: class hours, literary evenings, discussion, demonstration and discussion of films under the book, meetings with writers, actors, telemarathons, sessions of clubs, performances, etc.

4. Time of carrying out

4.1. Campaign on preparation and carrying out of the Action begins from the date of the announcement of the Action. During the preparatory period methodical recommendations on carrying out of the action, posters, booklets about the book, leaflets are issued.

4.2. Time of carrying out of the Action is at 24^th up to 30^th of September, 2007.

5. Sizing up

5.1. Summing up of the Action is carried out by organizational committee on the basis of materials received from places.

5.2. Materials that are accepted for summarizing:

- description of actions;

- video and photo materials;

- multimedia materials;

- information clauses on NABRK, BARK web-sites.

5.3. The results of carrying out of the action should be stated in totals: quantity of participants, methods of participation in the Action; the most active regions, cities of Kazakhstan, villages are noted; the role of libraries in the organization of the Action on places is estimated.

5.4. After ending there will be summing up also the most active participants of the Action will be determined.

5.5. The message about results will be placed on pages of press, on web-sites of NABRK and BARK.
