The First Meeting of young librarians of Kazakhstan

The First Meeting of Young Librarians took place in National Academic Library of the Republic of Kazakhstan in May, 22-23 2008. The organizers are: The Ministry of Culture and Information of the Republic of Kazakhstan, National Academic Library of the Republic of Kazakhstan and Library Association of the Republic of Kazakhstan.

100 young librarians presented at this meeting.

Main tasks of the forum are – support of young librarians, promotion of library trade, preservation and development of staff potential of republican libraries, delineation of the most perspective staff with the purpose to assist in career development.

During the Meeting, testimonials from IFLA, UNESCO, Library Association of the Republic of Kazakhstan, and Union of writers of Kazakhstan have been received.

Some persons have read a paper such are vice minister of culture and information Isabayev B.O., director general of the National Academic Library of the Republic of Kazakhstan, president of Library Association of the Republic of Kazakhstan – Berdigaliyeva R.A., ambassador of India – Ashok Sadjankhar, foreign guests of the meeting: president of Slovak Librarian Association (Bratislava, Slovakia) – Silvia Staselova, director of State Public Historical library (Moscow, Russia) – Afanasyeva M.D., chairman of section of Russian Library Association “Young in library business”, editor-in-chief of “Young in library business” magazine (Moscow,Russia) – Makarenko T.S., Director of youth policy and external bonds of Central Machinery of “Nur-Otan” party – Uteshev N.S., Ibzhar G.Zh. – librarian of Kostanai Oblast Universal Scientific Library named after L.N.Tolstoi, Asanova N.T. – Librarian of Karaganda Oblast Universal Scientific Library named after N.V.Gogol, Yesbolova A.T. – chief of scientific-methodical department of central Scientific Library of Ministry of Education and Science of the Republic of Kazakhstan (Almaty).

During the appearances, wide discussion of modern staff policy problem and problems connected with continuous and additional library education took place. In the key report of director general of National Academic Library, president of Bark – Berdigaliyeva R.A., support of young personnel strategy, that carries complex nature, was suggested.

The official meeting of young library leaders was realized by vice Minister Isabayev B.O. on behalf of Ministry of Culture and Information. Also meeting of delegates with deputies of Parliament's Senate – Zhalmaganbetova S.Zh., Bashmakov A.A. and deputies of Parliament's Mazhilis – Ferkho S.I., Suleimenov Zh.K. was held.

The significant attention in work of the Meeting has been given to an exchange of experience, professional dialogue between young librarians. With the purpose of propagation of modern directions of National Academic Library's activity, the exhibition hall " the New format of libraries " that contained 17 pavilions, has been opened: " Potential of young ", " the Exhibition of works of regional libraries ", " Digitalizing technologies ", " the Information on-line ", " Kazneb - Electronic State Library Fund (EGBF) ", " Modern theme - nano technologies ", " New wave - or theatre of one librarian “ and many others.

A lot of useful information was gathered by young librarians on the master-classes which have been leaded by doctor of historical sciences, professor, main scientific employee of institute of history and ethnology named after C.C.Valihanova - Galiyev V.Z. (the master-class " Young library science "), director of state public historical library (Moscow) Afanasyeva M.D. (the master-class " The Librarian: image and career "). Moreover there was opening of correspondent center of Moscow magazine “Young in library business” with participation of editor-in-chief of this magazine – Makarenko T.S.

During the work of the Meeting the master-class for BARK Board's members has been carried out by President of Slovak library Association, a member of permanent committee of IFLA " Management of library Associations " - S.Staselova. On closing of the Meeting there was summing-up of the forum and acceptance of the resolution. Rewarding winners of competition of library works took place.

General director of National Academic Library Berdigaliyeva R.A has marked: " the Next step in modernization of libraries of Kazakhstan is the new project - " Strategy of actions for support of the young staff ". Aspiration for realization of this project, directed on a personnel component, is the main purpose of our First Meeting of Young Librarians of Kazakhstan! "

The meeting has shown that development of libraries along with the senior generation is defined by the highly professional, creatively thinking and working young staff. Modern libraries have collected significant experience on realization of projects and programs which main part is creative work of young. Many of them deserve not only attentive studying, but also distribution and certainly support. Today are necessary real actions of the State on creation of favorable conditions for development of cultural and informational environment since the high level of culture of the population promotes intensive development of education and, finally, strengthening of economic potential of Kazakhstan.

Delegates and visitors of the Meeting have noted high professionalism of National Academic Library's collective which has carried out scale work on the organization and carrying out of the Meeting. Circumspect program of a forum has allowed discussing aspects of a problem of youth library personnel policy on official level during plenary session, meeting with heads of MKI, deputies of the Senate and Mazhilis of Parliament and in lower level, in the form of discussions on various master-classes, meetings.

The meeting has shown aspiration of young professional community to consolidation and also defined necessity of coordination of actions by selecting National Academic Library as informational and binding link.

Participants of the Meeting have received a significant auxiliary material: " the Collection of reports of the Congress of reading ", " the Program of modernization of library sphere for 2007-2009 ", booklet NABRK, the catalogue from exhibitions of the Meeting, the directory " 100 young in library business of Kazakhstan ", special numbers of the Kazakhstan magazine published for the Meeting " Kytapkhana " and the Moscow magazine " Young in library business ", the book " Kazakhstan the ninth territory of the world ", and also DVD disk with materials of the Meeting.

According to results of competition of library works 12 competitors have received gifts and prizes. Special prizes are given to three participants from " Nur Otan " party, President of BARK and from chairman of Committee of culture of MKI Kyrykbaeyva A.O. 12 competitors have received incentive prizes. A special prize from " Nur Otan " party - the permit on the international Conference in Crimea – has been given to Ibragimova Svetlana - the librarian of special library for blind citizens of city information-library system of department of culture and development of languages of Kokshetau city.
